It turns out that there's a whole genre of products like this with a Wikipedia page for Human Powered Hydrofoils . I'm quite impressed how slowly you need to travel to stay above the water.

What's in the video is a commercial product, the Aquaskipper. It's homepage seems to be at inventist.com where they list several similar and some very different cool toys. I'm guessing they're a good aggregator/marketing company but I could be wrong. I'm impressed you seem to be able to pick one up on Amazon directly. If you search youtube there's a lot more videos of people playing with them.
